Salvage and rebuilt titles in Boise: what the brand means when you sell

What Idaho means by salvage

The Idaho Transportation Department's salvage page quotes the statute's definition: a salvage vehicle is one "which has been damaged to the extent that the owner or an insurer or other person acting on behalf of the owner, determines that the cost of parts and labor minus the salvage value makes it uneconomical to repair or rebuild". No percentage appears in that sentence, and none appears in Idaho Code 49-524 either; the test is economic, and the person making it is the owner or the insurer.

That is different from states that draw the line at sixty or eighty percent of market value, and it matters for a seller because an insurer's total-loss decision is what usually triggers the brand. If your insurer paid out and kept the car, the salvage question is theirs; if it paid out and you kept the car, the record may already carry the brand, and the title you hold says so.

Rebuilt Salvage: a brand that never comes off

A salvage vehicle that is repaired and put back on the road gets a new title with the brand "Rebuilt Salvage", and ITD's page and its salvage fact sheet both say the brand remains on the title for the life of the vehicle. The state defines the rebuilt vehicle as one "previously declared salvage that has been rebuilt or repaired using like make and model parts and visually appears as a vehicle that was originally constructed under a distinctive manufacturer."

For a seller that means two things. There is no clean-title route back: no repair, however good, removes the word. And the brand is part of the disclosure: a buyer who learns of it from the title after paying has a grievance, and a buyer who learns of it from you before paying has a price.

Selling a car with either brand

A private buyer sees the brand on the title you hand over, and the bill of sale carries the price you agreed with that knowledge. The paperwork is otherwise the same: signature and date on the title, the ITD 3738 bill of sale with the real price, the odometer line if the car is 2011 or newer, your plates off, and the five-day release of liability.

The pickup buyer this site refers to asks about the title in its condition questions, and its offer is built from the answers; declare the exact brand and confirm whether the buyer accepts that document. What it needs at the truck does not change: "We'll need the physical paper title to provide you an offer based on having a title."

A salvage certificate is not a title

If what you hold is a salvage certificate rather than a certificate of title, the car cannot be registered to drive until it is rebuilt and inspected, and a private buyer who intends to drive it has to go through that process, not you. Say what document you have when you list the car, and hand over exactly that document. A buyer who wants a rebuilt title for the car is buying a project; a buyer who wants the car for parts is buying the certificate.

If you have no document at all for an older car, the state's conditional-title process is described on the title problems page; it applies only to vehicles ten or more years old and produces a title branded with the applicant's statement for three years.

Junking it: the words Idaho puts on the title

If the car is going to a scrapper or a parts yard and will never drive again, Idaho asks the seller to say so on the title itself. Idaho Code 49-522: "The owner of any vehicle who sells or transfers it to another with the intention or understanding that the vehicle is not to be used as an operating unit shall, at the time of sale or transfer, endorse on the face of the certificate of title to that vehicle the words "for junk only,"" and the state carries that endorsement onto any later title. Do not promise that a vehicle sold for junk can later be registered; check the state’s rules before describing any road-use option.

That statute assumes you have a title to write on. ITD's salvage page and the current Title 49 index show no separate route for scrapping a car with no title at all, and this page does not invent one; the conditional title on the title problems page is the state's route to getting a title for an old car, and a scrap buyer will tell you what it needs to take the car lawfully.
